Disaster Assistance (DA) uses public funds to assist individuals and families victimized by a federally declared disaster, through the Individuals and Households Program (IHP). The program components are Housing Assistance (HA) grants and Other Needs Assistance (ONA) grants. HA grants, administered by the Federal Emergency Management Agency (FEMA), are for disaster applicants displaced from their primary residence. ONA grants are administered by VDSS and provide assistance for necessary and serious needs resulting from a disaster.
Assistance for medical, dental, funeral and other expenses (e.g., group flood insurance, miscellaneous post-incident clean-up items) are available to applicants without regard to income. Assistance for personal property (e.g., clothing; household room furnishings; appliances; specialized tools and clothing required for work; and necessary educational materials required by school/university), transportation, and moving and storage are restricted to applicants whose incomes do not meet the Small Business Administration income test. ONA grants are 75% federal- and 25% state-funded.
