The GR Program is an optional local program designed to provide assistance, either maintenance or emergency, which cannot be provided through other means. The GR Program is financed through state and local funding. Components of a local GR Program may include assistance for medical or dental services, burial expenses, assistance for unattached children and interim assistance. The local GR Program is developed by the local department of social services to meet the identified needs of each jurisdiction. The GR Program is financed through state funds (62.5 percent) authorized by the General Assembly and local funds (37.5 percent) authorized by the governing bodies. Over and above these amounts, agencies may use 100 percent local-only funds to meet additional needs. Each agency determines the criteria for the use of local-only funds.

Section 63.1-106 of the Code of Virginia provides the legal base for this program. Localities opting to participate in this program complete a General Relief Plan. The General Relief Plan is a written document completed by the locality which states whether a GR Program will be operated and specifies the components that will be included in the program. The document is approved by the Virginia Department of Social Services.
