63.2(17) License & Registration Procedures

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was conducted on May 20, 2020. The director was contacted by telephone to initiate the inspection. There were forty children present and ten staff. The inspector emailed the director a list of items required to complete the inspection. The inspector reviewed three children?s records and three staff records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care Programs.

Violations:
Standard #: 22VAC40-185-240-A
Description: Based on review and interview, facility did not ensure staff receive the required training by the end of their first day of assuming job responsibilities.

Evidence: The records for staff #1 (start date 8/28/19), staff #2 (start date 9/16/2019) and staff #3 (start date 9/11/2019) had documentation of completing the required staff orientation training on January 27, 2020. This information was confirmed by the director.

Plan of Correction: New employee orientation will be completed on first day of employment.

Standard #: 63.2(17)-1720.1-B-2
Description: Based on review and interview, facility did not ensure 2 of 3 staff have an Office of Background Investigations (OBI) fingerprinting determination letter prior to a staff beginning employment.

Evidence: The following was found during staff record review:
1. The record for staff #1 (start date 8/28/2019) had a OBI fingerprinting determination letter dated 9/16/2019.
2. The record for staff #3 (start date 9/11/2019) had a OBI fingerprinting determination letter dated 9/19/2019.
3. This information was confirmed by the director.

Plan of Correction: Complete OBI fingerprinting before start of employment.
