22.1 Early Childhood Care and Education

This inspection was conducted by licensing staff using an alternate remote protocol, including virtual inspection and documents review.
A monitoring inspection was initiated on January 28, 2022 and concluded on February 17, 2022. The director was contacted and a remote inspection was conducted. There were thirty-eight children present, with six staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of three child records and two staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.
Please complete the plan of correction and date to be corrected sections for each violation cited on the violation notice and return it to me within 5 business days from today. Please specify how the deficient practice will be or has been corrected. Your plan of correction should contain: 1) steps to correct the noncompliance with the standard(s): 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventive measure(s).

Standard #: 22.1-289.035-B-2 Description: Based on record review, program did not ensure that results from a fingerprint based background check was completed prior to first date of employment.
Evidence:
1. The date of employment for Staff #1 was 9/4/21. There were no results in file from the Office of Background Investigations (OBI).
2. The date of employment for Staff # 2 was 6/20/21. There were no results in file from OBI.
3. Both staff had results from a FBI check through local police. While there was a process in place temporarily when field print offices were closed during the state of emergency, this process is no longer valid.Plan of Correction: Not available online. Contact Inspector for more information.
Standard #: 22.1-289.035-B-4 Description: Based on record review, program did not ensure that the results were obtained from the child abuse and neglect registry, criminal history record check, and sex offender registry check from any state in which the applicant has resided in the preceding five years.
