22.1 EARLY CHILDHOOD CARE AND EDUCATION

Comments:
A renewal inspection was conducted on June 23, 2022 and concluded on June 23, 2022. On June 23, 2022, the licensing inspectors were onsite from approximately 9:45am until 12:00pm. The owner assisted with the inspection. There were 100 children present, ranging in ages from one month to eleven years, with 18 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of five child records and ten staff records were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

The inspection notice was amended on June 27, 2022 and an updated copy was provided to the licensee.

Violations:
Standard #: 8VAC20-780-270-A
Description: Based on observation and interview, the center did not ensure all areas and equipment of the center, inside and outside, were maintained in a clean, safe and operable condition.

Evidence:

The door to the young two?s classroom did not line up with the door jam causing the door to stay ajar by approximately half inch. The gap posed a risk of pinching a child?s finger. When the door was forced closed, the door was difficult to open

Plan of Correction: Per the owner: I will have the builder out tomorrow to fix the door. It has been scheduled multiple time and the builder cancelled.

Standard #: 8VAC20-780-280-D
Description: Based on observation, the center did not ensure cleaning materials were not located above food, food equipment or utensils and stored in areas physical separate from food.

Evidence:

A spray bottle of bleach and water mix was observed in the cabinet over the diaper changing table along with multiple bags of snack foods. The spray bottle was on it?s side and on top of the snack food bags.

Plan of Correction: The bleach water was removed from the cabinet and placed in the locked closet.

Standard #: 8VAC20-780-500-A
Description: Based on observation, the center did not ensure staff washed their hands with soap and water before and after a diaper change.

Evidence:

Staff #10 was observed changing the diaper of one child and then immediately changing the diaper of a second child. Staff #10 put a new pair of gloves on in-between the diaper changes but did not wash her hands before or after changing the diapers of the two children. Staff #10 acknowledged she did not wash her hands before and after changing the diapers.

Plan of Correction: Per the owner: We will re-train staff on proper procedures for diapering.

Standard #: 8VAC20-780-560-G
Description: Based on observation, the center did not ensure when food was brought from home, the food container was sealed and clearly dated and labeled in a way that identifies the owner.

Evidence:

Three lunch boxes containing food for the school age children were labeled with a name but were not dated.

Plan of Correction: Per the owner: We will provide dated labels each morning to apply to the lunch boxes.

Standard #: 8VAC20-780-570-E
Description: Based on observation, the center did not ensure prepared infant formula was refrigerated, dated and labeled with the child?s name.

Evidence:

Three prepared bottles for child #4 were labeled with the child?s name and in the refrigerator, however the three bottles were not dated.

Plan of Correction: Per the owner: We will provide dated labels each morning to apply to all bottles.
