Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program.

A monitoring inspection was initiated on September 28, 2021 and concluded on October 4, 2021. The director was contacted by telephone and a virtual inspection was conducted. There were 61 children present, ranging in ages from 18 months to age 5, with 12 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of 4 child records and 4 staff records were reviewed. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 22VAC40-185-250-A
Description: Based on observation, center documentation and staff interviews, the licensee did not ensure that before issuance of the first license and before use of newly constructed, renovated, remodeled, or altered buildings or sections of buildings, written documentation from other agencies shall be provided by the center to the licensing representative.

Evidence: The license confirmed a new space, started September 8, 2021 for children ages 18 months to 30 months is being issued for the program . This space did not have approval by the authority having jurisdiction that each building meets building and fire codes or that a plan of correction has been approved. The space had previously been used for administrative purposes prior to September 8, 2021.

Plan of Correction: Located CO which is for school library and educational. Received approval we are in compliance from the JCC Assistant Building personnel, JCC Building Safety and Permits.

Standard #: 22VAC40-185-280-B
Description: Based on observation and staff interviews, the license did not ensue that hazardous substances such as cleaning materials, insecticides, and pesticides shall be kept in a locked place using a safe locking method that prevents access by children. If a key is used, the key shall not be accessible to the children.

Evidence: In the toddler room, there a was container of bleach and water solution stored in a basket on the shelf, near children's the lunch. Hazardous chemicals are required to be stored in a locked cabinet and away from food items.

Plan of Correction: Container of bleach and soap/ water solution was removed from shelf and placed in locked cabinet.

Standard #: 22VAC40-185-500-B
Description: Based on observation and staff interviews, the licensee did not ensure that disposable diapers shall be disposed in a leakproof or plastic-lined storage system that is either foot operated or used in such a way that neither the staff member's hand nor the soiled diaper touches an exterior surface of the storage system during disposal.

Evidence: During inspection, there was not a foot operated trashcan available for soiled diapers in the toddler room. A trashcan without a lid was observed.

Plan of Correction: New foot operated diaper pail ordered nda delivered / installed.
