63.2(17) License & Registration Procedures

Comments:
An unannounced renewal inspection was conducted today January 22, 2020 to determine the centers compliance with licensing standards. The inspector arrived at 10:00 am and concluded the inspection at 1:20 pm. Upon the inspectors arrival the three year old class was discussing the letter ?B? and had just finished going on a bear hunt. Children had brought in their own teddy bears and were eager to show them. Children also worked on pattern cards, sewing cards, listened to a story and completed a science experiment. The four year old class was observed having a snack of graham crackers and water. Children created bear caves with their graham crackers. After snack the class went to the library for a story and to check out books for the class. Later the two classes combined in the dance studio to play with hula hoops, scooters and balls. Lunch was observed with tables being cleaned and sanitized. Children provide their own meals. Bathroom breaks and hand washing was conducted before and after meals. The two classroom areas, rest rooms, dance studio and hallway were inspected. The classrooms are equipped with age and stage appropriate materials. The facility had the required information posted to include: license, last inspection notice, emergency numbers, daily schedule, evacuation maps/ procedures and various parent information. The first aid kit and non-medical emergency supplies were inspected and found complete. The inspector interacted with staff and children in care. Staff interacted with the children in a positive manner.

Three staff records and five children's records were reviewed. Background checks for five board officers were reviewed.
Per the Director, medications are currently not being administered and are not on site. Staff have current CPR, First aid and daily health observation training.
Today's Census:
(four year old classroom): 9 children with 1 staff.
(three year old classroom): 9 children with 2 staff.

There were no repeat violations cited during today's inspection.

Violations:
Standard #: 22VAC40-185-260-A
Description: Based on review of documentation and interview, the center did not obtain an annual fire inspection report from the appropriate fire official having jurisdiction.

Evidence:

The most recent fire inspection notice was dated 11/27/2018, exceeding the annual requirement.

Plan of Correction: The administration called the Fire Marshall while the inspector was on site and requested an inspection. Per the Administrator: The fire inspection will be completed within a week.

Standard #: 63.2(17)-1721.1-B-2
Description: Based on review of five board officer records, the facility did not obtain a fingerprint based national background check within the required time frame.

Evidence:

1. Board officer #2 and board officer # 4, both appointed prior to 01/21/2018, did not have a completed fingerprint based national background check.
2. Board officers that were appointed prior to 01/21/2018 were required to obtain the fingerprint based national background check by 09/30/2018.

Plan of Correction: Per the director: We will obtain the completed fingerprint background check and submit it to the Department of Social Services within 10 days.
