Comments:
The licensing inspector conducted an unannounced complaint inspection in response to a complaint that was received by the licensing department on January 24, 2020 regarding physical plant, nutrition and food services, policies and procedures, supplies and ratio. The inspection was initiated on February 11, 2020 and completed on February 11, 2020. On February 11, 2020, the inspector was on site from 10:45am to 4:20pm. Interviews with staff were completed, observations were made in the center, and documentation was reviewed.

The preponderance of the evidence gathered during the investigation regarding nutrition and food services supports the allegation; therefore, the complaint is determined to be valid. The evidence regarding the other complaints did not support the allegations; therefore, they were determined not to be valid. See the violation notice for more details.

Description: Based on observations and interviews, the center failed to ensure that children under the age of three were not offered foods that are considered to be choking hazards.
Evidence:
1. An administrator and teacher in the Lions classroom confirmed that skittles were regularly given to the children as a potty training reward.
2. The American Academy of Pediatrics considers round candy and hard candy to be a choking hazard for young children.

Plan of Correction: While we maintain that we did have verbal permission from parents and guardians before serving any child a potential choking hazard, all students that received the treat were monitored closely by staff members to ensure that each child was safe while eating the treat. To comply with the standard, we will immediately change our treat to something that will not be considered a potential choking hazard. We will review with our staff and families that we will be making the change immediately. The Director will be responsible for notifying staff and families in writing of the change effective 2/20/2020. The Directors will be responsible for frequent monitoring of the classroom to ensure that potential choking hazards are not served to children.
