Comments:
An unannounced non-mandated monitoring inspection was completed on 01/28/2020 from 10:40 A.M.-12:45 P.M., and phone interviews completed on 01/29/2020. The inspection was conducted in response to a self-reported incident related to care and protection of children on 01/27/2020. One child's records, three staff records,five staff were interviewed, and classroom video footage timestamped 01/27/2020 was reviewed. The exceptions to compliance are noted on the violation notice.

Violations:
Standard #: 22VAC40-185-340-A
Description: Based on review of classroom video footage dated 01/27/2020, and staff interviews, the center failed to ensure that staff shall always ensure the care, protection, and guidance when supervising children.

Evidence:
1. At approximately 12:13 P.M. Staff #1 lifted Child #1 by the ankles and shook him upside down. Staff #1 then placed the child back on the carpet and held him by the wrists in attempt to sit him into an upright sitting position.
2. Staff #1 verified that she had picked up Child #1 by the ankles, shook him upside down, and held him by the wrist, and attempted to pull Child #1 into an upright sitting position. Staff #1 stated she was trying to make Child #1 happy and interested. That Child #1 appeared bored and uninterested in storytime.
3. Staff #3 verified that she saw the actions of Staff #1 on the video footage.

Plan of Correction: The three year old classroom had three weeks of coaching and modeling lead teachers' expectations in the classroom. The director did not hire any new staff to replace the prior employee, she went into the classroom herself to raise the standard through visible coaching and mentoring. The staff now have a clear understanding of being present in the classroom. Roberta Webb's expectation is that the teacher in the room means more than meeting ratio, it means bringing your full self with intentionality to the environment leading the children and other staff to success.

On March 5th and 6th, 2020 the entire staff of Roberta Webb Child Care Center had extensive training on job description, and responsibilities in the classroom. The staff went through a training on being present in the classroom, and how that is more than just your physical body. All staff were given a new RWCCC expectation list that was explained in detail and each employee signed off that they understand and will implement in the classroom. As a staff we are enrolled in Conscious Discipline training with Virginia Quality. We attend a 4 hour training once a month for 6 months. The staff is learning research on brain development and how to respond to children in a positive way, as we support children in social and emotional development. The staff is also understanding their personal triggers and how to reflect and use other members of the team for resources and back-up.
