Comments:
An unannounced monitoring inspection was conducted on Friday, January 10, 2020 to determine the center's compliance with licensing standards. The inspector arrived at 1:58 PM and concluded the inspection at 5:45 PM. The census for today's inspection consisted of 82 children. During the inspection, children were napping, playing with musical instruments, reading, playing with blocks, bathroom breaks, washing hands and eating afternoon snack. Children's equipment, learning materials, indoor and outdoor space, restrooms, first aid kit and the nonmedical emergency supplies were reviewed. Medication is administered and medication, authorization forms and allergy plans were reviewed. Seven children's records and seven staff records, annual fire and health inspections, fire drill, lockdown drill and shelter in place drill logs, daily attendance and all required postings were reviewed.

The director was available for the inspection and was present at the exit interview at which time inspection findings were reviewed and an Acknowledgement of Inspection form was signed and left with the licensee. Violations were cited and can be found in the violation notice.

Please complete the ?plan of correction? and ?date to be corrected? for each violation listed on the violation notice and return it to me within 5 business days from receipt. Your plan of correction should contain: 1) steps to correct the noncompliance with the standard(s); 2) measures to prevent the noncompliance from occurring again; and 3) person(s) responsible for implementing each step and/or monitoring any preventative measures. Please do not use staff names; list staff by positions only.

Violations:
Standard #: 22VAC40-185-470-A
Description: Based on observation and interview, the center did not ensure that outdoor swimming pools shall be enclosed by safety fences and gates which are in compliance with the applicable edition of the Virginia USBC (13 VAC 5-62) and shall be kept locked when the pool is not in use.

Evidence:
1. The outdoor pool located next to the school age playground did not have one of the four side fences that enclosed the pool. The side missing the fence had a temporary plastic mesh fence that did not lock.
2. The director stated that the pool area is getting remodeled and a temporary fence was put in place that does not lock.

Description: Based on observation, the center did not ensure that children's hands are washed with soap and running water or disposable wipes before and after eating meals and snacks.

Evidence:
1. In classroom #3, children came from the carpet area to the table and began eating without washing hands or using disposable wipes.
2. In classroom #4, children came from playing in with blocks to the tables and began eating without washing hands or using disposable wipes.
3. In classroom #5, children came from the carpet to the table and began eating snack without washing hands or using disposable wipes.
