This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A complaint inspection was initiated on 6/16/2020 and concluded on 6/26/2020. A complaint was received by the department regarding allegations in the areas of nutrition, injury reporting, staff communication, and mandated reporting. The child care director was contacted by telephone to conduct the investigation. Staff records were reviewed, documentation of the injury was reviewed, and interviews were conducted.
The evidence gathered during the investigation supported the allegations of non-compliance with standards and violations were issued.

Standard #: 22VAC40-185-550-L Complaint related: Yes Description: Based on interviews and review of documentation, the center failed to ensure that the parent was notified of any minor injury by the end of the day.
Evidence:
1. The documentation of a minor injury to a child that occurred June 10, 2020 at 3:50 pm was reviewed. The date that the parent was notified which was documented on the injury report was 6/16/2020 at 3:08 pm. The child care director verified that the parent received the injury report via email on 6/16/2020 but was notified verbally 6/11/2020.
2. According to interviews conducted, the injury was reported verbally to the parent for the first time on 6/11/2020 after the parent's inquiry of the injury. The documentation was provided to the parent on 6/16/2020.
3. Based on the details above, the center did not notify the parent by the end of the day of an injury.Plan of Correction: Staff who were present during the injury have had retraining and corrective action for ensuring any injuries are reported to the parent and the child care director on the same day of the injury.
Standard #: 22VAC40-185-560-G Complaint related: Yes Description: Based on interviews, the center failed to ensure that when food is brought from home that the center had extra food or provisions to obtain extra food to serve to a child so they can have an appropriate snack or meal if they forget to bring food from home, bring an inadequate meal or snack, or bring perishable food.
Evidence:
1. Based on interviews, a child brought two snack items from home and did not bring a lunch from home on Monday, June 15, 2020. The center requires a lunch and two snacks to be brought from home on Mondays as the public school provides the lunches Tuesday through Friday. According to interviews, there was no extra food at the center or provisions to obtain extra food for the child to have an adequate lunch on Monday, June 15, 2020.Plan of Correction: The child care director will make provisions for the center to obtain food for a child who does not bring a lunch or brings an inadequate lunch on Mondays.
