Technical Assistance:
Technical Assistance was provided regarding National Fingerprint Background checks.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on 9/22/20 and concluded on 9/23/20. The director was contacted by telephone to initiate the inspection. There were 69 children present and 14 staff. The inspector emailed the director a list of items required to complete the inspection. The Inspector reviewed four children?s records and four staff records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-70-A
Description: Based on review of four staff records, the center did not have documentation that two or more references as to character and reputation as well as competency were checked before employment for all staff. Evidence: The references on record for Staff A, with a start date of 8/17/20, were dated 9/17/20.

Plan of Correction: We will make sure references are on file for all staff before starting moving forward.

Standard #: 63.2(17)-1720.1-B-2
Description: Based on review of four staff records, the center did not obtain documentation of the results of a national fingerprint background check prior to date of hire for all staff. Evidence: The records for Staff A (with a start date of 8/17/20), Staff B (with a start date of 8/31/20), and Staff C (with a start date of 8/31/20) did not contain documentation of the results of a national fingerprint background check.

Plan of Correction: The incorrect fingerprint background check was completed for these staff before they started. There were state fingerprint background checks on file before the staff started. The staff will be scheduled to complete the national fingerprint background checks on 9/25/20, and moving forward we will make sure that the correct checks are done before staff start.
