Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A renewal inspection was initiated on 10/2/20 and concluded on 10/7/20. The owner was contacted by telephone to initiate the inspection. There were 9 children present and 3 staff. The inspector emailed the owner a list of items required to complete the inspection. The Inspector reviewed 2 children?s records and 2 staff records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliance with applicable standards or law in the areas of administration and physical plant and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-185-60-A
Description: Based on record review and interview, the center did not ensure that each child's record contains all the required information.

Evidence:
1. The record for child 1 (DOE: 7/9/20) does not contain the addresses of the two designated people to call in an emergency if a parent cannot be reached.
2. The record for child 2 (DOE: 6/1/20) does not contain the address of one of the two designated people to call in an emergency if a parent cannot be reached.
3. The center owner confirmed that the records for child 1 and child 2 are lacking addresses for the emergency contacts.

Plan of Correction: The center responded with the following: The parents of child 1 and child 2 will be contacted today to obtain the missing addresses for the emergency contacts. Going forward, the center will ensure that all required information for emergency contacts are obtained by the child's first day of attendance.

Standard #: 22VAC40-185-280-B
Description: Based on observation and interview, the center did not ensure that hazardous substances, such as cleaning materials, shall be kept in a locked place using a safe locking method that prevents access by children.

Evidence:
1. In the children's bathroom, there was a spray bottle of sanitizing cleaner on an open shelf of the diaper changing table within reach of the children in care.
2. The center owner confirmed that the cleaning materials were not kept in a locked area.

Plan of Correction: The center responded with the following: The cleaning materials were moved to a locked cabinet during the inspection. The center will ensure that all hazardous materials are kept in a locked area when not in use.
