Technical Assistance:

1) Discussed with the provider General Guidance for Child Care Programs During Phase III - distributed to all providers on 9/25/2020. - Follow CDC's "Guidance for Schools and Child Care Programs" - Implement enhanced social distancing measures - Implement robust policies and procedures for handwashing and cleaning and sanitizing frequently touched surfaces - Clean (with soap and water) and disinfect surfaces with EPA-approved disinfectants - Avoid using items that are not easily cleaned, sanitized or disinfected 2) Discussed with the provider that while masks are not required in child care, the essential guidance issued by the Department of Social Services, based on CDC recommendations, states that children over 2 years of age should wear masks when physical distancing cannot be maintained, as a best practice.

Comments:

This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. A renewal inspection was conducted on 9/25/2020 with an exit interview on 10/13/2020. The owner was contacted by telephone and a virtual inspection was conducted. There were 6 children present with one staff supervising. The Inspector reviewed two children's records, two staff records, the emergency drill log, hand washing procedures, enhanced cleaning and sanitizing of toys and surfaces, and daily indoor and outdoor activities. The information gathered during the inspection determined violations with standards that are documented on the violation notice issued to the facility. The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs. Standard #:	22VAC40-185-70-A
Description:	Based on review of two staff records, and staff interview, it was determined that not all records contained all required information. The record for staff #1 (DOH: 9/8/20) and staff #2 (DOH: 9/8/20) did not contain documentation that two or more references as to character and reputation as well as competency were checked before employment.
Plan of Correction:	Will obtain two references for each staff member.
Standard #:	63.2(17)-1720.1-B-2
Description:	Based on review of two staff records, it was determined that not all staff had an Office of Background Investigations (OBI) fingerprinting-based criminal history record check prior to their first day of employment. Evidence: the record for staff #1 (DOH: 9/8/20) had an OBI determination letter for another child care facility. The record for staff #2 (DOH: 9/8/20) had an OBI determination letter dated: 9/16/20.
Plan of Correction:	Staff stated that the employee who had fingerprints from another child care program has already been sent to complete a new fingerprint search.
