63.2(17) License & Registration Procedures

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A renewal inspection was initiated on October 14, 2020 and concluded on October 27, 2020. The director was contacted by telephone to initiate the inspection. There were no children present and no staff. The center is closed due to the health pandemic. There were 34 children and 5 staff present on the center's last day of operation, August 14, 2020. The inspector emailed the Childcare Director a list of items required to complete the inspection. The Inspector reviewed (3) children?s records and (3) staff records submitted by the facility to ensure documentation was complete. Additional background checks as a part of the inspection and a follow up from the previous inspection were also reviewed.

Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 63.2(17)-1720.1-A
Description: Based on documentation review and staff interviews, the licensee did not ensure a staff with a disqualifying background check was not hired for continued employment.

Evidence: The record for staff #4 had documentation of a disqualifying out of state background check. Center staff confirmed staff f#4 was employed and had been working with children.

Plan of Correction: Upon receiving an out of sate cps check that does no clearly state persons under review has no supported findings on them, the Child Care Department will send the staff in question home until we receive concrete answers. The Child Care Department will work with Human Resources to get ahold of the out of state CPS office to determine the findings on the person . If there are any supported findings making it disqualifying round check, the Child Care Department will work closely with the Center Service's office to determine next steps for the staff in questions.
