This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. A complaint inspection was initiated on 10/28/20 and concluded on 11/04/2020. A complaint was received by the department regarding allegations in the area of Administration. The director was contacted by telephone to conduct the investigation. The inspector emailed the director/provider a list of documentation required to complete the investigation.The evidence gathered during the investigation supports the allegationof non-compliance with standards or law and violations were issued.

Standard #: 22VAC40-185-40-E Complaint related: No Description: Based on a record review and interviews, the center did not ensure the center's activities and services were maintained in complaince with the standards and their own policies and procedures.
A. On September 9, 2020 Staff #1 released child #1 to an unidentfied person during departure. Staff #1 confirmed she did not ask the person picking-up for identification or the person's name to ensure they were authorized to pick-up.
B. The center's departure policy listed in the parent handbook reads,
"STUDENT RELEASE RESTRICTIONS : Students will only be released to persons listed on the student?s authorization list. Proper identification will be required. Acceptable identification is a state or government issued photo ID. Parents may update the authorization list and make changes at anytime. However, the update must be written on the list by the parent, dating and initialing the update."Plan of Correction: The following corrective action was provided by the owner:
The owner retrained staff #1 in addition to all the other staff on arrival and departure policies. The owner will monitor for future compliance.
