Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A renewal inspection was completed on November 18, 2020. The provider was contacted by telephone (video call) to initiate the inspection. There were 95 children and 18 staff present. The inspector conducted a virtual inspection and was able to view all required documentation. Five children?s records and five staff records were reviewed. All classrooms were virtually toured and children were observed during various activities. Information gathered during the inspection determined non-compliance with applicable standards or law and the violations were documented on the violation notice issued to the facility.

The Licensing Inspector reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Violations:
Standard #: 22VAC40-191-60-C-2
Description: Based on review of five staff records and verification from the director, the center failed to obtain a Virginia Central Registry Finding within 30 days of employment for one staff member.

Evidence:
1. The Virginia Search of the Central Registry for Staff Member #1 was completed on 11/09/2020. The date of hire for Staff Member #1 was 08/10/2020.
2. The director confirmed that the center submitted the request for the search on 08/11/2020 but it was returned because the request was not complete. The center did not resubmit the request until 11/02/2020.

Plan of Correction: All background checks will be done according to state licensing requirements.

Standard #: 63.2(17)-1720.1-B-2
Description: Based on review of five staff records and confirmation from the director, the center failed to obtain a National Criminal Background Check through fingerprinting before the date of hire for one staff member and failed to obtain the check at all for a second staff member.

Evidence:
1. The National Criminal Background Check for Staff Member #1 was completed on 08/17/2020. Date of hire was 08/10/2020.
2. There was no completed National Criminal Background Check in the record for Staff Member #3. Date of hire was 06/08/2020.
3. The director confirmed that the National Criminal Background Check for Staff Member #1 was not received until after her date of hire and that the check had not been completed for Staff Member #3.

Plan of Correction: All background checks will be done according to state licensing requirements.

Standard #: 63.2(17)-1720.1-B-4
Description: Based on review of five staff records and discussion with the director, the center failed to obtain all of the required out-of-state background checks for two staff members.

Evidence:
1. The record for Staff Member #1 did not contain an Interstate Criminal Background Check, an Interstate Sex Offender Registry Check or an Interstate Child Abuse and Neglect Registry Check. Date of hire for Staff Member #1 was 08/10/2020.
2. The record for Staff Member #5 did not contain an Interstate Child Abuse and Neglect Registry Check. Date of hire for Staff Member #5 was 10/14/2019.
3. The director confirmed that the out-of-state background checks had not been obtained.

Plan of Correction: All background checks will be done according to state licensing requirements.
