63.2(17) License & Registration Procedures

1) COVID-19 Guidance issued by the Department of Social Services on 11/20/20: Face Coverings
Pursuant to the Governor?s Executive Order 63, all children ages five and older are
required to wear face coverings while indoors at child care programs. While not required, children ages two through four are strongly encouraged to wear face coverings while indoors, especially if children are in close contact. This is a best practice that will decrease the risk of COVID-19 transmission when children and caregivers are in close proximity.
2) Standard: 370 Daily activities for Infants:
Resting or sleeping infants shall be individually checked every 15-20 minutes
3) Standard: 380 Daily activities for toddlers and preschoolers:
Sleeping toddlers shall be individually checked every 30 minutes

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was conducted on 11/23/2020. The director was contacted by telephone and a virtual inspection was conducted. There were 33 children present, ages 14 months - nine years of age, with six staff supervising. The Inspector reviewed three children's records, three staff records, the emergency drill log, medication, meals and snacks, hand washing, enhanced cleaning and sanitizing of toys and surfaces, and daily indoor and outdoor activities. The information gathered during the inspection determined non-compliance with standards that are documented on the violation notice issued to the facility.

Violations:
Standard #: 63.2(17)-1720.1-B-3
Description: Based on review of three staff records, and staff interview, it was determined that no Out of State Child Abuse and Neglect Search follow up was conducted 45 days after the initial request to search. Evidence: the record for staff #1, (date of hire: 9/4/20) who indicated that they have lived out of the state of Virginia in the past five years, had no documentation of an out of state search request or follow up.

Plan of Correction: Staff stated they will conduct a follow up on the initial search request and document in the record.

Standard #: 63.2(17)-1720.1-B-4
Description: Based on review of three staff records, and staff interview, it was determined that a sex offender registry check was not completed for each state outside of Virginia that staff has resided in within the past five years. Evidence: the record for staff #1, (date of hire: 9/4/2020) who indicated they have lived out of the state in the past five years, did not have documentation of a sex offender registry check for all states they have resided in.

Plan of Correction: Staff stated they will request the missing out of state background check.
