This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A renewal inspection was initiated on May 19, 2021 and concluded on May 20, 2021. The program director was contacted by video call to initiate the virtual inspection. There were eighteen children present with seven to eight staff. The inspector emailed the program director a list of items required to complete the inspection. The inspector reviewed three records for children and three staff records submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined there were non-compliances with applicable standards or law and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider the COVID-19 Essential Guidance for Child Care programs.

Standard #: 63.2(17)-1720.1-B-4 Description: Based on a review of background checks for the business entity representatives, and an interview with administrative staff, the center failed to obtain all required out-of-state background checks for persons who have lived out-of-state within five years prior to July 1, 2020. Evidence: The new out-of-state background checks for business representatives as of July 1, 2020 were required by December 31, 2020. According to interviews with administrative staff, the requests for the newly required background checks were not initiated until 2021. The out-of-state sex offender registry search for BE 4 was not obtained until February 13, 2021 and the out-of-state criminal history record information for BE 4 was not obtained on February 13, 2021. The out-of-state sex offender registry finding for BE 5 was not obtained until February 3, 2021 and the out-of-state criminal history record for BE 5 was not obtained until February 5, 2021. The out-of state sex offender registry finding for BE 6 was not obtained until February 17, 2021 and the out-of-state criminal history record information for BE 6 was not obtained until February 23, 2021. Plan of Correction: In the future, memos sent by the division of licensing at the end of June that will go into effect on July 1, 2021 will be reviewed by administrative staff either in emails or on the division's website so that requirements are attended to on time. There will be a process in place for the sharing of information when there are changes with administrative staff. All required background checks for business entity representatives will be requested, tracked and obtained on time.
