Comments:

This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews and a virtual tour of the program. A monitoring inspection was conducted on October 26, 2021. A call was initiated with the Assistant Head Start Director and a virtual inspection was conducted. There were 18 children present, ranging in age from 3 years to 5 years and in the care of 2 staff. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, special care and emergencies. A total of 2 children's records and 2 staff records were reviewed. Information gathered during the inspection determined non-compliance with applicable standards or law and the violations were documented on the violation notice issued to the program.

Violations:

Standard #:	22VAC40-185-160-C
Description:	Based on the review of two staff records and confirmation from Human Resources (HR), one staff member did not obtain an updated tuberculosis (TB) screening or test which is required every two years. Evidence: 1. The record for Staff Member #2 did not contain documentation of an updated TB screening or test. The most recent TB on file for the staff member was 08/15/2019. 2. A staff member in the HR department confirmed that Staff Member #2 had not yet gone for her updated TB screening.
Plan of Correction:	The staff member will go asap to obtain a new TB screening and submit the results to HR.
Standard #:	22VAC40-185-190-B
Description:	Based on the review of two staff records and verification from staff, the record for one staff did not contain documentation that she met all required qualifications per her position. Evidence: 1. The record for Staff Member #1 did not contain documentation that she met the program director qualification of having six-months of management experience. 2. The Human Resource (HR) Coordinator confirmed that they did not have this documentation.
Plan of Correction:	This documentation will be obtained from the staff member or she will take a course in child care administration as soon as possible.
Standard #:	22VAC40-185-550-D
Description:	Based on review of documentation and verification from staff, the center failed to implement practice evacuation drills for two months. Evidence: 1. The documentation of evacuation drills that had been conducted did not contain documentation that drills were conducted for the months of August 2021 and September 2021. The Head Start classroom began operating in August 2021. 2. Staff verified that evacuation drills were not conducted during those two months.
Plan of Correction:	The center will make-up the two evacuation drills by conducting two extra drills during the month of November 2021.
