22.1 Early Childhood Care and Education

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, interviews, and a virtual tour of the program.

A monitoring inspection was initiated on November 19, 2021 and concluded on December 13, 2021. The director was contacted by telephone and a virtual inspection was conducted. There were 83 children present, ranging in ages from two to six years of age, with 10 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of six child records and ten staff records were reviewed.

New requirements became effective November 13, 2021. The facility has not yet fully complied with the following requirements: Written policy for abusive head trauma, continuity of care written policy, new requirements pertaining to allergies, and new orientation requirements. The facility is to review the new requirements
and work with their assigned inspector to ensure future compliance.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 22.1-289-036-B-4
Description: Based on review of staff records, the center failed to ensure an out of state central registry finding was completed within the required time frame.

Evidence:
1. Staff #1 indicated they had in two other states than Virginia within the past five years. There was not a completed out-of-state central registry finding on file for either states. Date of employment for Staff #1 was 08/30/2021. A request for the out-of-state central registry finding should have been completed by 09/30/2021.
2. Staff #2 indicated they had lived in one other state within the past five years. There was not an out-of-state central registry finding on file. Date of employment for Staff #2 was 10/14/2020. A request for the out-of-state central registry finding should have been completed by 11/14/2020.

Plan of Correction: Administration thought that an out-of-state central registry finding had been completed and was included in the report of the other required out of state background checks. In the future administration will ensure out of state registry findings will be completed in the required timeframe. Evidence of the check being completed or sent out will be sent to the Licensing Inspector within 10 business days.
