22.1 Early Childhood Care and Education

Technical Assistance:
HB1823 adds ? 22.1-289.058 to the Code of Virginia. This bill requires all licensed child day programs and religiously exempt child day centers, certified preschools, family day system homes and certain other programs that serve preschool-age children operating in a building built before 2015 to be equipped with at least one carbon monoxide detector.

The final regulation to amend Standards for Licensed Child Day Centers (22VAC40-185, now 8VAC20-780) to address federal health and safety requirements will become effective on October 13, 2021. The final regulation can be found at https://www.doe.virginia.gov/cc/files/final-8vac20-780.pdf.

Provided consultation on:
1) Standard 160B: Acceptable forms of documentation of tuberculosis screening Documentation shall include at least one of the following: 1) A clearance statement signed by a physician, the physician's designee or an official of the local health department, 2) The results of a negative tuberculin skin test (TST). The documentation shall include the date the test was given and the results of the test and be signed by a physician, physician's designee or an official of the health department, or 3) The results of a chest x-ray negative for active tuberculosis disease.
2) Standard 530: At least one staff in each classroom or area shall have current certification in CPR from an organization such as the American Red Cross, American Heart Association, American Safety and Health Institute, or National Safety Council. The training shall include an in-person competency demonstration.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contacts, documents review, and an interview with the director.

A monitoring inspection conducted on 12/14/21 with an exit interview on 1/4/2022. The director was contacted by telephone and a virtual inspection was conducted. There were 65 children present, with 12 staff supervising. The inspector reviewed compliance in the areas of administration, staff qualifications and training, physical plant, staffing and supervision, programming, special care provisions and emergencies and special services. A total of three child records, three staff records, and three medications were reviewed and in compliance.

The information gathered during the inspection determined non-compliance with standards that are documented on the violation notice issued to the facility.
