This inspection was conducted by licensing staff using a hybrid protocol, including reviewing some records remotely and an on-site inspection.
A renewal inspection was initiated on February 17, 2022 and was completed on February 18, 2022. On February 7, 2022, there were 10 children present during the early morning inspection, ranging in ages from 2 years to 5 years, with 4 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, special care and emergencies, and nutrition. A total of 3 children's records, 3 complete staff records, and 1 partial staff record were reviewed.
Information gathered during the inspection determined non-compliances with applicable standards or law and the violations were documented on the violation notice issued to the program.

Standard #: 22.1-289.035-B-4 Description: Based on review of staff records and verification from the director, the center had not obtained all of the required out-of-state background checks for two staff members.
Evidence:
1. The record for Staff #1 did not contain an out-of-state sex offender search or an out-of-state child abuse and neglect registry search for a state where she had lived within the past five years. Date of hire for Staff #1 was 08/06/2021.
2. The record for Staff #4 did not contain an out-of-state child abuse and neglect registry search for a state where she had lived within the past five years. Date of hire for Staff #4 was 11/01/2021.
3. The director confirmed these checks had not been completed.Plan of Correction: There had been confusion on how to go about getting these background checks and the out-of-state process is different for every state. On the day of the inspection, the staff immediately requested the searches. Two of the three searches were obtained on the day of the inspection and the third one was obtained the next day.
