A non-mandated focused inspection regarding a self-reported incident on October 18, 2022 was conducted on October 20, 2022 from 3:15 P.M.-4:00 P.M. The inspector reviewed compliance in the areas of administration, staff and supervision, and programming. Two staff were interviewed and documentation of the incident reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-410-6 Description: Based on interview and review of documentation, the center failed to ensure that staff were not making verbal remarks, which were demeaning to the children.
Evidence:
1. Staff #2 stated that on 10/18/2022 Staff #1 was frustrated with Child #1 for "running around the classroom, and not coming to the rug for story time". When Child #1 came to the rug Staff #1 stated "I am going to hang that child"
2. Documentation received from Administration verified that Staff #1 admitted to saying "I am going to hang that child", in the presence of Child #1, and the rest of the children in the classroom.Plan of Correction: The staff member was immediately placed on administrative leave. The incident was reported by administration to Child Protective Services and Office of Child Care Health & Safety. The staff member was terminated on 10/24/2022. Administration will continue to review with the staff the expectations of interactions both verbal and non-verbal when working with children and review licensing standard 8VAC20-780-410 related to forbidden actions.
