22.1 EARLY CHILDHOOD CARE AND EDUCATION

Comments:
A renewal inspection was conducted today, February 23, 2023. The inspector was on site from approximately 3:45 pm until 5:30 pm. The operations director was present and assisted in the inspection. There were 35 children present, ranging in ages from five to eleven years, with three staff supervising. Children were observed working on homework and playing in centers that consisted of cards, games, magnetic blocks, and puzzles. Later children had snack outside on the picnic tables. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. Staff records were reviewed electronically on February 24, 2023. A total of five child records and four staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program. If you have questions regarding this inspection, please contact the licensing inspector.

Violations:
Standard #: 8VAC20-780-60-A-8
Description: Based on review of children?s records and interview, the center did not obtain all required documentation for each child?s records.

Evidence:

1. The record of child #1, with a diagnosed food allergy, did not have a written care plan to include instructions from a physician regarding the food to which the child is allergic and the steps to taken in the event of a suspected or confirmed allergic reaction.
2. A member of management stated they did not have a written allergy care plan for child #1.

Plan of Correction: Per management: We will contact the parent and request that they provide an allergy care plan for the child.

Standard #: 8VAC20-780-70
Description: Based on a review of four staff records and interviews, the center did not ensure that one staff record contained all the required information.

Evidence:

The tuberculosis (TB) screening results in the record for Staff #1, employed on 09/07/2021, were dated 10/07/2021. 2) During interview, a member of management acknowledged the TB results for Staff #1 were not obtained within 21 of beginning employment. Staff hired prior to 10/13/2021 were required to obtain TB results within 21 days of beginning employment and such documentation was to be retained in the staff record.

Plan of Correction: Per management: The staff has been with us for a while. We have sense ensured TB screenings are obtained at the time of hire.

Standard #: 8VAC20-780-510-E
Description: Based on review of the center's medication policy it was determined the medication policy did not address methods to prevent use of outdated medication.

Evidence:

Emergency medication for child #5 expired 01/2023. The medication was on site. The center?s medication policies did not address preventing the use of outdated medication.

Plan of Correction: Per management: We will contact the parent to pick up the expired medication and provide new medication for the child. We will also review our policies to include how to ensure expired medication is not on site.

Standard #: 8VAC20-780-550-D
Description: Based on review of the evacuation drill log and interview, the center did not implement a monthly practice evacuation drill.

Evidence:

1. The most recent evacuation drill was documented on 10/31/2022. There was no documentation of evacuation drills from November 2022 through January 2023.
2. A member of management stated the evacuation drills had not been conducted.

Plan of Correction: Per management: We will scheduled drills our activity calendar to ensure they are conducted every month starting this month.
