Comments:
A monitoring inspection was initiated on 3/2/23 and concluded on 3/2/23. There were 69 children present with 12 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of 5 child records and 5 staff records were reviewed. The inspection started at 9:30am and concluded at 11:50am.

The Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 8VAC20-780-270-A
Description: Based on inspection of the building and rooms the center failed to ensure that the areas inside were safe for the children while in care.

Evidence:
In the 2's classroom there was a mop bucket with dirty water in the bathroom used by the children. The bucket was filled with used standing water; approximately 1/4 of the bucket contained water. This was accessible to the children when they used the restroom.
Also, in this same classroom, the closet near the diapering area was unlocked and had several commercial paint cans stored on the floor.

Plan of Correction: The mop bucket was emptied immediately and staff were reminded of the policies regarding hazardous items.
The paint cans will be immediately removed and stored in another area that is not accessible to the children and locked as required.
Administration will ensure continued compliance with daily walk arounds to check for compliance.

Standard #: 8VAC20-780-290-A-3
Description: Based on review of the classrooms the center failed to ensure that electrical outlets had protective covers.

Evidence:
In the 3y-4y classroom there was a power-strip, on the floor near the desk, that did not protective covers in place as required.

Plan of Correction: Outlet covers were put in place immediately. Staff will be reminded about policies to ensure safety.
Administration will ensure continued compliance with daily walk arounds to check for compliance.

Standard #: 8VAC20-780-500-B
Description: Based on review of the classrooms the center failed to ensure that a working non-hand generated diaper receptacle was available.

Evidence:
In the 2y classroom the diaper receptacle was not working appropriately and therefore was not able to be used without the staff using their hands.

Plan of Correction: The diaper receptacle will be fixed immediately or replaced immediately for compliance. Staff will be reminded to alert administration if something is not working correctly or is broken.
Administration will ensure continued compliance with daily walk arounds to check for compliance.

Standard #: 8VAC20-780-560-M
Description: Based on observations of outside play the center failed to ensure that children were seated while eating.

Evidence:
Upon inspection of the playground a child was observed to be walking around while eating from a plastic sandwich bag.

Plan of Correction: Staff will be reminded that when children are eating and drinking that they must be seated.
Administration will ensure continued compliance with daily walk arounds to check for compliance.
