A monitoring inspection was conducted on February 16, 2023 from approximately 9:05 AM to 12:20 PM. There were 136 children present in the center, ranging in ages from toddler to five years, with 30 staff supervising. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. The center administers medication; however they did not have any being given at this time. The provider stated transportation is not provided at this time. A total of 10 child records and 10 staff records.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-40-E Description: Based on a review of the center's policies and procedures, the center did not ensure activities and services were maintained with the center's own policies and procedures required by the standards.
Evidence:
1. The centers policies and procedures states ?RRP operates below child ratios in all age groups, with two teachers assigned to each class at all times, with the exception of nap. "
2. The licensing inspector entered room #2, staff #11 was alone with 15 children. Staff #11 stated that staff #7 went to get an outlet plug from another room. Staff to children ratio requirements for class #2 is 1:10 whenever children are in care.Plan of Correction: Not available online. Contact Inspector for more information.
Standard #: 8VAC20-780-350-B-4 Description: Based on observation, the facility did not ensure compliance with ratios of staff to children as required.
Evidence:
In classroom #2, there was one staff to 15 four year old children for approximately 60 seconds. The center did not maintain the ratio of one staff for every 10 children for 3 year old's up to school age eligible.Plan of Correction: Not available online. Contact Inspector for more information.
