Comments:
An announced initial inspection was conducted Thursday, May 17, 2023 from approximately 9:30 am until 12:10 pm. The licensing inspector was assisted during the inspection by the owner/ director. The program plans to provide care year around for children three years through 12 years 11 months in age. The program will provide care from 6:30 am to 6:00 pm Monday thru Friday. The facility can accommodate a capacity of 45 children. The program will utilize three classrooms. Outdoor space is designated within the fenced yard. Toys, educational materials, games, furnishing, arts and crafts materials and other items for the children to use have been purchased. All areas of the facility that will be used by the program were inspected. Policy and procedures were submitted to the department and reviewed. Transportation will not be provided at this time.
During the inspection, the inspector reviewed compliance in the areas of administration, physical plant, staffing, medication, special care and emergencies and nutrition. Compliance with some standards could not be determined since the center is not yet in operation. A total of two staff records were reviewed.
The information gathered during the inspection determined no violations with applicable standards or law. The center is in substantial compliance with the standards that could be determined. A six-month conditional license will be recommended. During the conditional period, the center will be subject to unannounced licensing inspections, with the first inspection taking place within the first sixty days of licensure.

Standard #: 8VAC20-780-530-A-1
Description: Based on review of records and interview, the center did not ensure at least one staff member obtained current cardiopulmonary resuscitation (CPR) that included an in-person competency demonstration.

Evidence:

1. The record of staff #1, staff #2 and staff #3 contained documentation of CPR training however the certificates stated the training was on-line only.
2. The owner stated that the CPR training did not include a in-person portion.

Plan of Correction: Per the owner: I have scheduled a class to complete the hands-on portion of the CPR certification.

Standard #: 8VAC20-780-540-C
Description: Based on observation and interview, the center did not obtain all required items for the first aid kit.

Evidence:

The first aid kit did not include the required triangular bandages and first aid instructional manual.

Plan of Correction: Per the owner: I will purchase the missing items for the first aid kit.

Standard #: 8VAC20-780-550-A
Description: Based on review of documentation and interview, the center did not have documentation of developing a written emergency preparedness plan in consultation with local or state authorities.

Evidence:

The written emergency plan did not have documentation of being reviewed by the local or state authorities. The owner stated the emergency preparedness plan had not been reviewed of local or state authorities.

Plan of Correction: Per the owner: I will contact the local emergency planning office and have them review the emergency preparedness plan.
