22.1 EARLY CHILDHOOD CARE AND EDUCATION

Comments:
A monitoring inspection was conducted today, May 1, 2023. The inspector was on site from approximately 9:00 am until 11:45 am. The director was present and assisted in the inspection. There were 16 children present, ranging in ages from seven months to five years, with three staff Supervising. Children were observed in a variety of activities including a game of hot potato, playing with puzzles, playdough, and art with stamps. Later children had their lunch and prepared for nap. Handwashing was conducted and tables cleaned. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of five child records and four staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 22.1-289.035-A
Description: Based on review of seven staff records and interview, the center did not ensure one staff obtained background checks every five years.

Evidence:

1. The record for staff #4 (employed 04/10/2017) contained the results of a fingerprint national criminal record check dated 04/26/2018, exceeding five years.
2. The record for staff #4 (employed 04/10/2017) contained the results of a central registry check dated 04/26/2018, exceeding five years.
3. The director confirmed a request to update the fingerprint national criminal record check and central registry check for staff #4 had not yet been obtained.

Plan of Correction: Per the director: We will request the updated background checks immediately.

Standard #: 8VAC20-780-350-B-3
Description: Based on observation and interview, the center did not ensure the required staff-to-child ratios
were maintained.

Evidence:

Upon the inspector?s arrival, There were 11 children (ages two years-five years) being supervised by one staff member. The required staff-to-children ratio is applied to the youngest child in the group and is applicable to the entire group. The required staff-to-children ratio is one staff member for every eight children present

Plan of Correction: An additional staff arrived to meet ratio requirements.

Description: Based on observation, interview and review of staff records, the center did not ensure at least
one staff in each classroom or area where children are present had current certification in
cardiopulmonary resuscitation (CPR) as appropriate to the age of children in care.

Evidence:

1. Staff #3, assigned to the preschool classroom (ages two years thru five years) did not have current CPR certification.
2. The director stated staff #3 did not have current CPR certification.

Plan of Correction: Per the director; I will schedule a class for staff to renew their first aid certification.

Standard #: 8VAC20-780-530-A-2
Description: Based on observation, interview and review of staff records, the center did not ensure at least
one staff in each classroom or area where children are present had current certification in
cardiopulmonary resuscitation (CPR) as appropriate to the age of children in care.

Evidence:

1. Staff #3, assigned to the preschool children (ages two years thru five years) did not have current first aid certification.
2. The director stated staff #3 did not have current first aid certification.

Plan of Correction: Per the director: I will schedule a class for staff to renew their first aid.

Standard #: 8VAC20-780-570-A
Description: Based on observation and interview, the center did not ensure when a child is placed in an
infant seat or highchair, the protective belt was fastened securely.

Evidence:

Child #6, seven months in age was observed sleeping in a bouncer chair without the protective belt being fastened. Staff acknowledged the belt was not fastened.

Plan of Correction: The staff member secured the safety belt. Per the director: I will review with staff policies to ensure seat belt are secured.
