22.1 EARLY CHILDHOOD CARE AND EDUCATION

Comments:
A monitoring inspection was conducted today, June 22, 2023. The inspector was on site from approximately 12:20 pm until 2:00 pm. The director was not present during today?s inspection. There were 20 children present, ranging in ages from seven months to eight years, with five staff Supervising. School age children were observed playing with playdough, watching videos on tablets and coloring while the preschool age children were napping. Later children had a snack and played a game of memory. Infants and toddlers were combined and were looking at books. The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of five child records and seven staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 22.1-289.035-B-4
Description: 22.1-(14.1)-289.035-B-4
Based on a review of seven staff records, the center did not obtain the results of a sex offender registry check, and a search of the child abuse and neglect registry or equivalent registry from any state in which one staff member had resided in the preceding five years.

Evidence:

1. The record of staff #3, employed 06/05/2023, indicated the staff resided outside the state of Virginia in the past five years. The record did not contain documentation of an out of state child abuse and neglect search request and a sex offender registry check for the state.
2. A member of management stated the out of state background checks had not been requested.

Plan of Correction: Per the director: I will request the out of state background checks immediately.

Standard #: 8VAC20-780-130-A
Description: Based on review of five children?s records, the center did not obtain documentation of
immunizations before the child?s attendance.

Evidence:

The record of child #4, enrolled 09/26/2022, contained an immunization record dated
01/04/2023.

Plan of Correction: Per the director: We will request a copy of the child's immunizations for the record. Going forward we will make sure immunizations are obtained at the time of enrollment.

Standard #: 8VAC20-780-160-A
Description: Based on review of seven staff records, the center did not obtain documentation of a negative tuberculosis screening at the time of employment and prior to coming into contact with children for one staff member.

Evidence:

The record of staff #3 employed 06/05/2023, contained documentation of a negative
tuberculosis screening dated 06/06/2023 exceeding the date of employment.

Plan of Correction: Per the director: We will have staff provide a tuberculosis screening at the time of employment.
