Comments:
A compliance inspection to monitor the requirements for Religiously Exempt Child Day Centers was conducted on September 5, 2019 from 11:00 a.m to 1:00 pm. At the time of arrival the following staff to child ratios were observed:
10 children, two years old, with 2 staff
12 children, 23 months to two years old, with 3 staff
12 children, 23 years old, with 2 staff
5 children, 3 to 5 months old, with 2 staff
7 children, 7 to 11 months old, with 2 staff
15 children, 3 years old, with 2 staff
14 children, 3 and 4 years old, with 2 staff
Classroom observations were made and children were observed playing outdoors, washing hands, eating lunch which the children bring from home, engaged in learning centers and free play, and resting quietly at nap time Thirty eight staff records were reviewed, handbooks and posted information were reviewed and the center program director was interviewed regarding center policies and procedures. The facility, to include all indoor areas used by children in care, as well as the outdoor play space, were observed.
Staff report that the program does not transport children in a vehicle while in care.

Standard #: 22VAC40-191-40-D-2
Description: Based on observation and interview, the religious exempt program did not ensure that for each employed staff, the center obtains the results of a Search of the Central Registry within 30 days of employment or commencement of service.
Evidence:
Thirty eight staff records were reviewed during today's inspection. The records for the thirty three staff did not contain the results of a Search of the Central Registry.
The program director (staff #22) confirmed that these staff had all been employed in excess of thirty days,
The program director also confirmed that she had not obtained the Search of the Central registries for staff because she misunderstood the requirement / believed that federal fingerprint check included this information.

Plan of Correction: The Program Director stated that she will have staff begin completing the request forms and have all of them notarized and mailed out by the end of the month.
