This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
An unannounced code compliance inspection was initiated on 2/2/21 and concluded on 2/4/21. The person in-charge was contacted by telephone to initiate the inspection. There were 59 children present and 10 staff. The inspector emailed the provider a list of items required to complete the inspection. The Inspector reviewed 4 staff records submitted by the facility to ensure documentation was complete. The violations from the previous inspection were reviewed for current complains
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.
Information gathered during the inspection determined non-compliance(s) with applicable standards or law and violations were documented on the violation notice issued to the facility.

Standard #: 22VAC40-191-40-D-2 Description: Based on record review and interview, the center failed to obtain a search of central registry within 30 days of employment for one out of four staff records reviewed.
Evidence:
1. The record for staff 3 documents the start date as 6/2/20. The central registry results are dated 11/4/20.
2. The director stated the central registry background check was completed late.Plan of Correction: In the future the paperwork for central registry will be completed and mailed upon hire.
Standard #: 63.2(17)-1720.1-B-4 Description: Based on record review and interview the center failed to obtain results of a criminal history record information check and sex offender registry check from any state in which the applicant has resided in the preceding five years.
Evidence:
1. Staff 2's start date was documented as 9/1/20. The sworn statement for staff 2 documents living in WV within the last five years. The record for staff 2 did not have documentation of results of a sex offender registry check.
2. Staff 3's start date was documented as 6/2/20. The sworn statement for staff 3 documents living in TX within the last five years. The record for staff 3 did not have documentation of results of a criminal history record information check and a sex offender registry check.
3. The director stated the interstate background checks were not completed.Plan of Correction: Information on how to complete the criminal history record information check and sex offender registry check were forwarded to the director by the Licensing Inspector and the director will complete them for staff 2 and 3. In the when potential new hires have lived outside VA within the last five years criminal history record information check and sex offender registry check will be completed prior to the new employee stating work.
