This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A code compliance inspection was initiated on February 23, 2021 and concluded on February 24, 2021. The director was contacted by telephone to initiate the inspection. There were 58 children present and 15 staff. The inspector emailed the director/provider a list of items required to complete the inspection. The Inspector reviewed 4 staff records submitted by the facility to ensure documentation was complete.
Information gathered during the inspection determined non-compliance(s) with applicable code sections and violations were documented on the violation notice issued to the facility.
The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Standard #: 63.2(17)-1716.A.3.f Description: Based on interviews and review of center documentation, the facility did not ensure when a group of children receiving care includes children from different age brackets, the age of the youngest child in the group shall be used to determine the staff-to-children ratio that applies to that group.
Evidence: On this date, beginning at 8:42 am as documented by the center director there were 9 children with 1 staff in the three year old classroom. Child #5, age 2 was in the classroom. The child to staff ratio was inadequate as the required staff to child ratio is 1 staff for every 8 children who are age 2. In this mixed age group of children the ratio used must follow the ratio required for the youngest child in care.Plan of Correction: The child was transitioning into the 3 year old program. The child's birthday is 03/10/2018. We notified the parents concerning the change in ratios for the 3 year old program. With transitioning any child to the next program, we will ensure that we are maintaining the appropriate ratio in meeting the requirements for the youngest child in attendance.
