8VAC20-790 Subsidy Regulations

Comments:
A subsidy health and safety initial inspection was initiated on 09/18/2023 and concluded on 09/18/2023 from 10:00 AM until 10:55 AM. The Inspector reviewed the administrator?s records submitted by the facility to ensure documentation was complete. The physical plant and emergency plan was inspected. Subsidy requirements were reviewed.
Information gathered during the inspection determined non-compliance with subsidy regulations and violations were documented on the violation notice issued to the facility.

Violations:
Standard #: 8VAC20-790-640-A
Description: Based on observation, the center failed to keep hazardous substances such as cleaning materials in a locked place using a safe locking method to prevent access by children.

Evidence:

In the school age classroom a basket of cleaning materials such as Clorox wipes and Lysol disinfectant spray was kept on a low, three tier, open book shelf accessible to children.

Plan of Correction: The hazardous substances were moved during the inspection to a locked location. Cabinets that can be locked or child proof locks will be purchased for each classroom. All staff will be trained to keep hazardous substances either in a locked cabinet in the classroom or a locked closet in the back hall.

Description: Based on observation and interview, the center failed to obtain all the required supplies for the first aid kit.

Evidence:

1. The first aid kit was observed and the kit did not contain tweezers and a thermometer.
2. The director verified they did not have tweezers and a thermometer at the center.

Plan of Correction: Tweezers and a thermometer were purchased the day of the inspection and added to the first aid kit.

Standard #: 8VAC20-790-780-C-1
Description: Based on interview, the center failed to obtain a working, battery-operating flashlight.

Evidence:

The director stated they did not have a working, batter-operating flashlight at the center.

Plan of Correction: The flashlight and batteries were purchased the day of the inspection and added to the emergency kit at the center.
