Technical Assistance:
2020 legislative updates - to include new out-of-state background check requirements - effective July 1, 2020 discussed.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia.

A monitoring inspection was initiated on 08/26/2020 and concluded on 08/31/2020. The provider was contacted by telephone to initiate the inspection. There were 8 children present and two caregivers. The inspector emailed the provider a list of items required to complete the inspection. The inspector reviewed 2 children's records and 2 caregiver records submitted by the provider to ensure documentation was complete.

Information gathered during the inspection determined non-compliance with applicable standards and violations were documented on the violation notice issued to the provider.

The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care Programs.

Violations:
Standard #: 22VAC40-111-570-A
Description: Based on interview, the provider failed to ensure that a caregiver does not exceed the required caregiver ratio of 16 points per caregiver.

Evidence:
1. The provider indicated that a second caregiver was not available for the eight children in care, whose ages counted for a total of 18 points, when the inspection began at 1:25 pm.
2. The provider stated that the second caregiver left the home at 1:20 pm.
a. The second caregiver returned to the home at 1:49 pm.

Plan of Correction: The second caregiver left for a brief time in order to obtain lunch. This occurred during nap and all children were resting and sleeping.
Going forward, two caregivers will always remain present if the point totals exceed 16.
