Technical Assistance:
HB1823 adds ? 22.1-289.058 to the Code of Virginia. This bill requires all licensed child day programs and religiously exempt child day centers, certified preschools, family day system homes and certain other programs that serve preschool-age children operating in a building built before 2015 to be equipped with at least one carbon monoxide detector.

Comments:
This inspection was conducted by licensing staff using an alternate remote protocol, including telephone contact, documentation review, and interview.

A monitoring inspection was initiated on 7/28/2021 and concluded on 8/2/2021. The provider was contacted by telephone and a virtual inspection was conducted. There were eight children present with the provider and one assistant. The inspector reviewed compliance in the areas of administration, staffing and supervision, programming, medication, special care and emergencies, and nutrition. A total of two child records and two staff records were reviewed. Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Violations:
Standard #: 22VAC40-111-60-B
Description: Based on documentation review, the provider did not obtain all required information for a child's record. Evidence: The record for Child A did not contain the address for the 2nd person to be contacted in case of emergency when the parent cannot be reached.

Plan of Correction: I will request this information from the parent today.

Standard #: 22VAC40-111-210-A
Description: Based on review of documentation and interview with the provider, caregivers did not obtain the required minimum of 16 hours of annual training. Evidence: The provider stated that both Caregiver 1 and Caregiver 2 had obtained approximately 8 hours of annual training.

Plan of Correction: We will complete the annual training as soon as possible.
