Comments:
The inspection was initiated on February 8, 2023 and concluded February 8, 2023. There were 8 children present, with 3 staff supervising. The inspector reviewed compliance in the areas of administration, personnel, physical health of caregivers, caregiver training, physical equipment/ environment, care of children, preventing spread of disease, emergencies and nutrition. A total of 5 child records, I provider and 2 assistant records were reviewed.

Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program

Violations:
Standard #: 8VAC20-800-70-A
Description: Based on record review and staff interview the licensee did not ensure, before the child?s first day of attendance, parents shall be provided in writing the necessary information.
Evidence: Staff #1 confirmed that the following required items were not given to parents before their child?s first day.
1. Check in and out procedures.
2. Custodial parent?s right to be admitted to the family day home any time the child is in care as required by 22.1-289.054 of the Code of Virginia.
3. Amount of time per week that an adult assistant or substitute provider instead of the provider is scheduled to care for the child and the name of the adult assistant or substitute provider.
4. Address of the website of the department, with a note that a copy of this chapter and additional information about the family day home may be obtained from the website, including compliance history that includes information after July 1, 2003.

Plan of Correction: VDOE model form - "Information for parents" was filled out and sent home to parents. Updates to Lil Munchkins Contract Agreement have been made to include necessary information and also has been given to parents to review and sign.

Standard #: 8VAC20-800-690-B
Description: Based on observation and staff interview the licensee did not ensure that children?s hands are washed with liquid soap and warm running water after toileting or diapering.

Evidence: After diapering child #1, staff #2 confirmed they did not have the child wash their hands after the diaper was changed.

Plan of Correction: Additional training will be given to staff on diapering and proper sanitization and cleanliness procedures.

Standard #: 8VAC20-800-690-D
Description: Based on observation and staff interview the licensee did not ensure the diapering surface was cleaned and sanitized after each use.

Evidence: Staff #2 confirmed they did not clean the diapering surface before spraying it down with sanitizer and also did not allow the sanitizer to sit or air dry.

Plan of Correction: Additional training will be given to staff on diapering and proper sanitization and cleanliness procedures.

Standard #: 8VAC20-800-690-E
Description: Based on observation and staff interview the licensee did not ensure that soiled disposable diapers and wipes shall be disposed of in a leak-proof or plastic lined storage system that is either foot operated or used in such a way that neither the caregiver?s hand nor the soiled diaper or wipe touches the exterior surface of the storage system during disposal.

Evidence: Provider used their hand to open the container designated for soiled diapers and did not use the foot operated system.

Plan of Correction: Additional training will be given to staff on diapering and proper sanitization and cleanliness procedures.
