Comments:

This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. A subsidy health and safety inspection was initiated on 7/23/20 and concluded on 7/23/20. The person in charge was contacted by telephone to initiate the inspection. There were 6 children present with 2 staff. The Inspector reviewed 3 children?s records and 3 staff records submitted by the facility to ensure documentation was complete. Information gathered during the inspection determined non-compliance with subsidy regulations and violations were documented on the violation notice issued to the facility. The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs.

Description:	Based on a review of three staff records and interview, the vendor failed to obtain a search of central registry background check within 30 days of the individual's beginning date of employment or service. Evidence: 1. The record for staff 1 has a start date documented as 8/28/18. The central registry is dated 10/1/18. 2. The record for staff 3 has a start date documented as 5/28/19. The central registry is dated 7/17/19. 3. The administrator verified the dates.
Plan of Correction:	In the future the central registry documents will be mailed within seven days of hire and follow-up within 30 days after hire. The record will be documented for each action taken.

Description:	Based on a review of three staff record review and interview, the vendor failed to ensure within 90 days of employment all staff who work directly with children complete Virginia Preservice Training for Child Care Staff. Evidence: 1. The record for staff 1 documents the start date as 8/28/18. The certificate for completion of Virginia Preservice Training for Child Care Staff is dated 7/9/19. 2. The administrator verified the dates.
Plan of Correction:	In the future the administrator will ensure all new staff will complete Virginia Preservice Training for Child Care Staff within the first 90 days of employment.
