Comments:
An unannounced monitoring inspection was conducted on Wednesday, March 4, 2020 to determine the center?s compliance with licensing standards. The inspector arrived at 1:45pm and concluded the inspection at approximately 4:50pm. The census for today?s inspection consisted of 110 children in the direct care of 20 staff members. Additional staff were on site and available to the children throughout the inspection. The center?s director was present and assisted the inspector throughout the inspection. Upon the inspector?s arrival, most of the children in care were napping and resting. The children were later observed waking up, taking bathroom breaks, washing hands, and eating snack. The inspector observed and inspected each classroom and completed formal observations throughout. The playground was also inspected. The required postings were observed and found to be in compliance. The center?s first aid kit and non-medical emergency supplies were inspected and found complete. Medications are administered and five medications and authorizations were reviewed today. Ten children?s records and ten staff?s records were reviewed.

Violations:
Standard #: 22VAC40-185-280-B
Description: Based on observation and interview on 03/04/2020, the center did not ensure hazardous substances such as cleaning materials were kept in a locked place using a safe locking method that prevents access by children.

Evidence: 1) During the inspection of the classrooms, the licensing inspector observed an unlocked cabinet in the Preschool B room. The inspector observed the unlocked cabinet had cleaning supplies such as a bottle of bleach in it. 2) A staff member present in the Preschool B room attempted to lock the cabinet while the inspector was in the room, however, she was unable to. The staff member reported the cabinet was difficult to lock.

Plan of Correction: A member of management was able to lock the cabinet while the inspector was on site. Per the director, the cabinet will be looked at tomorrow to ensure the locking mechanism is working properly.

Standard #: 22VAC40-185-510-A
Description: Based on documentation review, observation and interviews on 03/04/2020, the center did not ensure that prescription and nonprescription medication shall be given only with written authorization from the parent.

Evidence: 1) During the inspection, the licensing inspector observed a prescription medication for Child #10.

2) During interview, staff reported the medication is administered daily. 3) The licensing inspector observed documentation at the center indicating the medication was last administered to Child #10 on 03/04/2020.

4) A review of Child #10's records revealed the center did not have written parental authorization to administer the medication on file. 5) During interview, a member of management reviewed the record and confirmed the written parental authorization to administer medication to Child #10 was not available at the center.

Plan of Correction: The center will request the written authorization from the parent today otherwise the medication will be returned to the parent.
