Technical Assistance:

Provided consultation on: COVID-19 Guidance: The Virginia Department of Labor and Industry (DOLI) approved an Emergency Temporary Standard that requires all staff in child care settings to wear cloth face coverings. Pursuant to the Governor?s Executive Order 63, all children ages five and older are required to wear face coverings while indoors at child care programs. While not required, children ages two through four are strongly encouraged to wear face coverings while indoors, especially if children are in close contact. This is a best practice that will decrease the risk of COVID-19 transmission when children and caregivers are in close proximity. Cloth face coverings should NOT be put on babies and children under age two because of the danger of suffocation. Cloth face coverings are NOT recommended for any child who is sleeping, has trouble breathing, or is unable to remove the cover without assistance. Provided consultation on standard 810: Evacuation and relocation procedures Evacuation procedures shall include methods to ensure essential documents, including emergency contact information, and supplies are taken to the assembly point and relocation site.

Comments:

This inspection was conducted by licensing staff using an alternate remote protocol, necessary due to a state of emergency health pandemic declared by the Governor of Virginia. A monitoring inspection was conducted on 12/14/2020. The provider was contacted by telephone and a virtual inspection was conducted. There were four children present, ages two to four years of age, for a total of eight points. The Inspector reviewed three children's records, three provider/household member records, the emergency drill log, meals and snacks, naptime, enhanced cleaning and sanitizing of toys and surfaces, and daily indoor and outdoor activities. The information gathered during the inspection determined non-compliance with standards that are documented on the violation notice issued to the facility. The Licensing Inspector has reviewed with the provider COVID-19 Essential Guidance for Child Care programs. Standard #:	22VAC40-111-830-B
Description:	Based on review of the emergency drill log, and an interview, the provider failed to conduct two shelter in place drills each year. Evidence: there was no documentation to support that shelter in place drills were conducted in the last twelve months.
Plan of Correction:	Provider stated she will conduct a shelter-in-place drill.
Standard #:	22VAC40-111-140-B-3
Description:	Based on review of documentation, the provider failed to have current certification in cardiopulmonary resuscitation (CPR) at all times children are in care. Evidence: The record for caregiver #1 does not have current CPR certification (expired 8/4/2020) and is alone with the children all hours of operation.
Plan of Correction:	Provider stated she will get it done this year.
Standard #:	22VAC40-111-140-B-4
Description:	Based on review of documentation, the provider failed to have current certification in first aid at all times children are in care. Evidence: The record for caregiver #1 does not have current first aid certification (expired 8/4/2020) and is alone with the children all hours of operation.
Plan of Correction:	Provider stated she will get it done this year.
Standard #:	22VAC40-111-180-A
Description:	Based on review of two caregiver/household member records, not all caregivers/household members had a repeat tuberculosis (TB) test/screening at least every two years from the date of the initial screening or testing. Evidence: the TB test/screening for caregiver/household member #1 and #2 are dated 3/30/2018.
Plan of Correction:	The provider stated they will get them done this year.
Standard #:	22VAC40-191-40-D-5-a
Description:	Based on review of three caregiver/household member records, and an interview with the provider, it was determined that not all household members had Central Registry Search results within thirty days of turning 14 years of age. Evidence: Household member #3 (date of birth: 10/29/2006) did not have documentation of a Central Registry search report on file.
Plan of Correction:	Provider stated she will get it done this year.
