The Virginia Independence Program (VIP) was established to enable welfare (i.e. TANF) recipients to leave the rolls and become self-reliant. Three basic elements form the core of VIP: personal responsibility, work in exchange for benefits, and time-limited assistance. The Virginia Initiative for Employment not Welfare (or VIEW) is the work-related component of VIP that requires participants to be employed or engaged in a work activity. Implementation of VIEW was phased in over a two-year period beginning in July 1995 and ending in October 1997. As of 2008, all VIP- and VIEW-related graphs are incorporated in the monthly VIP Reports.
