Recommended conducting an in-service with all staff regarding fire safety and the importance of keeping all exits clear and accessible at all times.

This inspection was conducted by licensing staff using an alternate remote protocol necessary due to a state of emergency health pandemic declared by the Governor of Virginia.
A complaint inspection was initiated on 8/31/20 and concluded on 8/31/20. A complaint was received by the department regarding an allegation in the area of personal care services and general supervision and care. The administrator was contacted by telephone to conduct the investigation. The evidence gathered during the investigation supported the allegation of non-compliance with the standards, and a violation was issued.

Standard #: 22VAC40-73-460-A Complaint related: Yes Description: Based upon interviews, the facility failed to ensure the safety and well-being of the residents.
Evidence:
1) On 8/30/20, the licensing inspector (LI) interviewed an outside source who stated three of the fire exits were blocked with yellow caution tape and a chair so residents would not exit the facility through those three doors.
2) On 8/31/20, the LI interviewed the administrator who confirmed the exits were blocked..Plan of Correction: All three doors have been unblocked. Signs have been placed on the doors for residents stating, "STOP! Emergency Exit Only!" The administrator has met with all staff to verify all doors must remain unblocked at all times. The administrator or supervisor on duty will check the doors daily to ensure they are unblocked.
