A Subsidy Health and Safety inspection was conducted on Monday, March 18, 2019 from approximately 3:50 pm until 5:15 pm to review supplemental health and safety requirements. The licensing inspector conducted an unannounced monitoring inspection to determine the program's compliance with licensing standards. The licensing inspector observed 29 children being supervised by 2 staff including the site supervisor. During the inspection, the children were observed by the licensing inspector completing a variety of activities to include working in a variety of centers, playing a game with staff, interacting with peers and staff, completing bathroom breaks, lining up for snack, and eating dinner in the cafeteria. The children's snack consisted of hot dog with bun, green beans, fresh fruit, and milk . The licensing inspector observed the children transitioning into the program's from the school bus. The licensing inspector also completed observations of the during parent pick up. The following information was reviewed: emergency supplies, menu, fire and shelter-in-place drills, and children's allergies. Medication is being administered, medications, and written authorizations were reviewed for the center's compliance. There were five children?s records and two of the staff's emergency contacts and required certificates of completion were reviewed during this inspection. A licensing inspection was conducted on the same date as the SHSI supplemental inspection; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. No violations of the supplemental subsidy health and safety requirements were found. Standard #: 22VAC40-665-650-E Description: Based on interview with staff, the center did not ensure to develop a written policy and procedure that describes how the vendor will ensure that each group of children receives care by consistent staff or team of staff members. Evidence: During the inspection on March 19, 2019, interview with staff confirmed there was no written policy and procedures for consistent staff available. Plan of Correction: The Director will meet with the center's owner to develop a written policy ad procedures for consistent staff.
Standard #: 22VAC40-665-770-B-5 Description: Based on interview with staff, the center did not ensure to develop a continuity of operations procedures for during an emergency. Evidence: During the inspection on March 19, 2019, interview with staff confirmed there was not a continuity of operations for procedures available for review. Plan of Correction: The Director will meet with center's owner to develop continuity of operations procedures to ensure that essential functions are maintained during an emergency.
