Comments:
A Subsidy Health and Safety inspection was conducted on 8/22/17 to review supplemental health and safety requirements. Licensing Inspector arrived at 9:37am and departed at 11:45am. At the time of the tour, there were 30 children, ages ten months old through six years old. Children were observed participating in classroom activities, playing outside, and eating lunch. The sample size was five children and five staff. A licensing inspection was also conducted this date; the two inspections combined cover all subsidy health and safety requirements. Only subsidy requirements that are not covered in licensing standards are reviewed during this supplemental inspection. Violations were found during the supplemental subsidy health and safety inspection requirements and are identified on the violation notice.

Standard #: VENDSUB-000-031-A
Description: Based on a review of facility's emergency preparedness plan and interviews, it was determined that the vendor failed to ensure that the evacuation procedures included procedures to address reuniting children with parents or authorized person designated by the parent to pick up the child. Evidence: 1. The emergency preparedness plan for the facility did not include procedures for reuniting children with their parents or guardians. 2. Staff #5 (Program Director) confirmed that the procedure for how they would reunite children and parents/guardians was not in the emergency preparedness plan.

Plan of Correction: The facility responded: In the event of a natural disaster we will follow Ida Barbour Early Learning Center posted plans and/or disaster drills. Actions impacting center operation caused by severe weather conditions other than those constituting a ?disaster? will be determined by the specific situation and parents notified directly by the center staff. If we have to evacuate the center our primary evacuation site that is listed in the parent handbook on page 9 is Neighborhood Facility Recreation Center 900 Elm Ave Portsmouth, VA 23704 (757) 393-8595. Administration would take the emergency contact book that consist of the parents address and phone numbers along with their emergency contacts address and phone number. We would also take the center cell phone and personal cell phones. Our location would be posted on the Ida Barbour Facebook page and personal website. If the land line phone works at the Neighborhood Facility we would use their phone also to contact parents or emergency contacts. We would do everything possible to reunite the children with their parents first but if unable to we would use the emergency contacts as the next resort.
