Description: Based on observation, cleaning materials were not kept in a locked place. Evidence: 1) Cleaning wipes, all purpose cleaner and pesticides were located in an unlocked cabinet under the sink in the kitchen. 2) Hard surface cleaner was located on the changing table in the bathroom.
