We discussed the requirements for hand washing prior to lunch and the storage of hazardous substances. The risk ratings for violations were provided. The requirements for diapering procedures were reviewed with staff, including suggestions for placement of the disposal containers and the use of the cleaners/sanitizers spray containers. We talked about making sure outside equipment does not retain rain water and melting snow/ice for periods of time and during outdoor activities. We discussed the types of medications included in allergy action plans and your medication policy.
Thank you for your assistance during today's unannounced monitoring inspection conducted from 10:50 AM to 6:45 PM. Today, there were thirty-nine children, ages infancy through five years, with nine staff. It was reported that six school age children received supervision by staff before school this morning. I viewed program activities, daily routines, equipment, staffing, supervision, interactions with children, behavior management, posted information, injury reports, emergency supplies and drill records, emergency planning, agency inspections, infant care and records, nutrition/menu, medication, five records for children, six staff records, staff qualifications, staff training, indoor and outdoor areas. The preschool age children have enjoyed planned activities, including art and crafts, along with discussions about friendships. The staff were observed providing attentive supervision and responded to individual needs for care and guidance. A variety of age appropriate toys and equipment were available for each age group. Standard #: 22VAC40-185-280-B Description: Based on observations of the indoor areas, and interviews with administrative staff, the center failed to ensure that hazardous substances stored in the library were kept in a locked place. Evidence: Stored on the floor under the desk area of a closet with open double doors were two separate five gallon containers of paint which had two paint cans and a spray can of polyurethane on the top of the containers. The doors did not have a locking mechanism which the site supervisor indicated was removed at the request of the fire marshal during the past month. No children were observed in the room during the inspection. However, staff indicated that children are brought to the library from their classrooms for activities and it has been regularly used with school age children before school. Plan of Correction: The site supervisor immediately removed the paint containers and cans, including the polyurethane and placed them in a locked area of the center. The site supervisor will review with staff the requirement for the storage of all hazardous substances, including paint, in a locked place.
Standard #: 22VAC40-185-500-A Description: Based on observations of the daily routines, including hand washing by children, and interviews with staff, the children in preschool 1 were observed handling books while seated at tables before eating lunch. Evidence: As children completed a bathroom use and hand washing routine, eight preschool age children were seated at tables and provided books. When the food cart arrived, they were provided lunch. When questioned, the staff indicated that the children were not provided disposable wipes or directed to hand sinks again before eating lunch. Plan of Correction: The site supervisor or administrative staff will work with the teachers to make sure the children have alternate activities that do not include handling books or classroom materials if there is a wait for lunch after hand washing when the children are seated at the tables. The teachers will conduct activities such as reading a story, finger plays and songs. The teachers at will be reminded about the requirements for hand washing before children eat. The administrative staff will check on daily routines in each room.
