Comments:
An unannounced renewal inspection was conducted on April 15, 2024 from 11:00am to 12:30pm. At the time of the inspection there were 62 children in care and 9 staff members. Children were observed participating in various activities including handwashing, lunch and nap. Records were reviewed for six children, six staff members and fourteen board members. Evacuation drills, emergency supplies and other required records and postings were reviewed. The information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice and discussed with the director during the exit interview.

Violations:
Standard #: 8VAC20-780-270-A
Description: Based on observation, the center did not ensure that areas and equipment of the center, inside and outside, shall be maintained in a safe and operable condition.
Evidence:
1. The following physical plant violations were observed in the center.
a. The toddler classroom had peeling paint on the wall in the kitchen play area accessible to children.
b. The four and five year old classroom had a broken handle on one of the storage cabinets accessible to children creating a pinching hazard.
c. The outdoor playground has several large metal bolts along the perimeter of the area that are approximately an inch and a half in diameter that were protruding out of the ground posing as a tripping and snagging hazard.
2. Staff #1 (Director) confirmed the physical plant violations in each area.

Plan of Correction: The center responded with the following: A work order for the peeling paint, broken handle on a cabinet, and the metal bolts were put on the work order log. Staff will ensure that children are not near those areas until safe and operable.

Standard #: 8VAC20-780-280-B
Description: Based on observation, the center failed to ensure that hazardous substances such as cleaning materials, insecticides, and pesticides shall be kept in a locked place using a safe locking method that prevents access by children.
Evidence:
1. There was a spray mop with cleaning solution with a warning label ?Keep out of reach of children? in the corner of the three and four year old classroom accessible to children.
2. Staff #1 (Director) confirmed the spray mop with cleaning material.

Plan of Correction: The center responded with the following: The center moved the hazardous substances during the course of the inspection and will ensure that all items are locked to keep away from children.

Standard #: 8VAC20-780-280-D
Description: Based on observation, the center did not ensure that cleaning and sanitizing materials shall not be located above food, food equipment, utensils or single-service articles and shall be stored in areas physically separate from food.
Evidence:
1. A bowl of candy was stored in the same closet with liquid starch, hand sanitizer and sunscreen in the school age classroom.
a. The materials were labeled ?keep out of reach from children.?
2. Staff #1 (Director) confirmed that the candy was stored with the hazardous materials.

Plan of Correction: The center responded with the following: The food will be moved and material with a warning label will be locked inaccessible to children.

Standard #: 8VAC20-780-280-H
Description: Based on observation, the center did not ensure that cosmetics, medications, or other harmful agents shall not be stored in areas, purses or pockets that are accessible to children.
Evidence:
1. A staff?s bottle of lotion was in a basket in the classroom accessible to children.
2. Staff #1 (Director) confirmed that the lotion was accessible to children.

Plan of Correction: The center responded with the following: Staff personal items will be locked and kept away from children.
