Technical Assistance:
We discussed the requirements for hazardous substance storage. The risk assessment for a violation was provided.

Also, we reviewed the requirements for behavior management, nap accommodations and snack nutrition offerings.

Comments:
A complaint investigation was conducted during the unannounced inspection on August 5, 2019 and by appointment on August 20, 2019 regarding concerns about behavior management, and children's access to hazardous substances. After a thorough investigation which included observation of the care of children, pertinent interviews and a review of records, it was determined that only the complaint regarding the storage of hazardous substances was valid. The concerns regarding behavior management were not substantiated. A written violation notice, including the corrective action, were provided. Description: Based on interviews with staff, and observations of the use of areas of the center, it was determined that hazardous substances were not stored in a locked place to prevent access to children. Evidence: Staff interviews confirmed that beverages containing alcohol were left in the center refrigerator after a weekend work day on May 15, 2019. The beverages were described as four beer bottles from a six pack and one small wine bottle from a four pack. Staff indicated that refreshments were provided for staff and parent volunteers on a day of painting interior walls. According to staff interviews, alcohol beverages were left in the refrigerator and not consumed after May 15, 2019. Also, staff indicated that preschool and school age children have been allowed to go into the gated food storage area to obtain their drinks or food brought from home, or assist with putting their items in the refrigerator. Also, some children regularly went to the refrigerator during parent drop off and pick up times. On August 5, 2019, the gate to the food storage area was observed unlatched and open during periods of lunch time and nap time. The food storage area was accessible to children from the back classroom.

Plan of Correction: The beverages containing alcohol were removed from the center when the concerns were communicated to the center administration on August 1, 2019. In the future, hazardous substances, such as beverages containing alcohol, will not be stored at the center.
