8VAC20-790 Subsidy Program Vendor Requirements for Family Day homes

Technical Assistance:
Technical assistance: Link to subsidy standards was emailed to vendor; discussed the emergency plan and drill records; and attendance.

The vendor demonstrated compliance related to the installation of the carbon monoxide detector.

Comments:
An in-person annual subsidy inspection was conducted on 10/4/22 from 3:35pm to 4:50pm. There were 2 daycare children (6 points) and 1 resident child (0 points) in the home under the age of 12 present with the vendor. The inspector reviewed 2 children?s records, 1 vendor record and 1 adult household member record to ensure compliance with the health and safety regulations. The children were observed being fed a bottle, eating snack and getting picked by their parents. Attendance records and emergency drill records were also reviewed. There were no children on site with diagnosed allergies or medications.
Information gathered during the inspection determined areas of non-compliance with applicable regulations or law, and violations were documented on the violation notice issued to the vendor.

Violations:
Standard #: 8VAC20-790-180-B
Description: Based on records review, the vendor did not maintain a written hard copy record of daily attendance that documents the arrival and departure of each child in care as it occurs.
Evidence:
1. The vendor stated that in the mornings, Child # 1 arrives to the family day home early in the morning and then leaves on the school bus to go to school. In the afternoon, Child # 1 arrives to the family day home and stays there, until he is picked up by his parent.
2. The attendance record for Child # 1 only had the time he arrived in the morning and the tie when he finally left for the day in the evening.
3. The attendance for Child # 1 did not include the time he left for school, and the time when he arrived to the family day home from school.

Plan of Correction: The attendance system will be modified to reflect accurate documentation of arrival and departure times.

Standard #: 8VAC20-790-210-B
Description: Based on record review, caregivers did not undergo TB screenings every two years.
Evidence: The vendor's most recent TB screening was completed on 12/4/19, and expired on 12/4/21.

Plan of Correction: An appointment has been made to get an updated TB screening on 10/7/22.

Standard #: 8VAC20-790-260-C-2
Description: Based on observation, electrical outlets did not have protective covers.
Evidence: One electrical outlet by the window, and one outlet by the next to the couch in the daycare area was not covered by protective covers.

Plan of Correction: Outlet covers were placed during the inspection.

Standard #: 8VAC20-790-270-A
Description: Based on observation, potentially poisonous supplies such as cleaning agents and disinfectants were accessible to children.
Evidence:
1. A bottle of carpet cleaner was found by the dining table in the kitchen area, which was in use by a child.
2. Bottles of bleach and water mix and other cleaners were stored in a cabinet under the sink. The lock for the cabinet did not work.

Plan of Correction: The carpet cleaner was locked and the cabinet lock was fixed during the inspection.
