22.1 EARLY CHILDHOOD CARE AND EDUCATION

Comments:
An unannounced monitoring inspection was conducted on March 25th, 2024. Two inspectors were on site from approximately 1:50pm until 3:22pm. There were 19 children present with four staff supervising. At the beginning of the inspection, all 19 children were in room #2 napping with a staff member present. After nap time, the inspectors observed room #1 with 9 children that were playing with magnetic tiles and blocks, finishing up center time and about to begin afternoon story time. Room #2 was observed with 10 children that were playing with Legos and sensory tables.
The inspector reviewed compliance in the areas of administration, physical plant, staffing and supervision, programming, medication, special care and emergencies and nutrition. A total of five child records, and four staff records were reviewed.
Information gathered during the inspection determined non-compliance with applicable standards or law and violations were documented on the violation notice issued to the program.

Standard #: 8VAC20-780-60-A-8
Description: Based on review of children's records and documentation, the center did not obtain a written care plan for each child with a diagnosed food allergy, to include instructions from a physician regarding the food to which the child is allergic and the steps to be taken in the event of a suspected or confirmed allergic reaction.

Evidence:

1. Child #2 was listed on the allergy sheet as having a food allergy. The record for child #2 confirmed the diagnosed food allergy from a physician and did not contain a written care plan with instructions from a physician regarding the food to which the child is allergic and the steps to be taken in the event of a suspected or confirmed allergic reaction.
2. The Director confirmed there was no allergy care plan for child #2

Plan of Correction: Per the provider: The Director will reach out to the parent on 3/25/24 and give them the allergy care plan document to be completed.

Standard #: 8VAC20-780-510-P
Description: Based on review of medications on site, the center did note ensure that when an authorization for medication expires, the parent shall be notified that the medication needs to be picked up within 14 days or the parent must renew the authorization. Any medications not picked up by the parent within 14 days will be disposed of by the center.

Evidence:

1. Medication was on site for child #6. The authorization form was discontinued by the parent on 1/4/24.
2. The Director acknowledged the medication had not been returned to the parent exceeding 14 days from the day the authorization expired.

Plan of Correction: Per the director: I will hand the medication over to the parent today at pickup.
